Got a call from this number saying I had fraudulent check charges against me and that i had to Turn Myself in today...I dont think so. Caller gave NO NAME of company and would NOT release any info.

If debt is a civil and not a criminal matter, why would you be arrested?
So the local district attorney is involved? Why on earth would the district attorney speak with you on the phone about a civil matter?
What on earth with the FBI (a federal agency) have to do with some fictitious local matter? Did you know there is a bifurcation between local and federal agencies?
How on earth can a warrant be issued by some "processing center" who calls you on the phone when only a judge can issue an arrest warrant?
