I got a call from a person named William W. Blair said he was with a state agency that has a warrant for fraudulent activity. I told him that he was harassing me and that his phone call was being record by the local police department. He would not give me any information on what the warrant was for i told him that this was a scam call and to not call me again and hung up on the caller.

There is no such thing as a warrant for civil debt.  In addition, warrants are issued by judges upon evidence present by a district attorney and served by real law enforcement personal (police), not debt collectors.  This is a ploy by these people in an attempt to scare you into paying money to them.  This is called extortion.  Watch this Inside Edition Video and you will see them being trained to do this:  http://www.insideedition.com/videos/3437-watc ... debt-collectors
Now read this:  Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of the date of the letter and if you do so, all collection activity must be stopped until the debt is verified.
Read up on your rights here, get template letters to send and also make a complaint at this government site:  http://www.consumerfinance.gov/
Also file a complaint with your State Attorney General's office.

Your State Attorney General's Office is a great and free resource when you have quesitions such as this.  You can also call your local PD and they will tell you to ignore it it is a scam.
If you get a company name, please let us know so that we can put more information about these criminals up to warn others.
