Please don't use caps. I feel like you're screaming over the Internet. Thanks :)
It is illegal for them to call if you're on the "do not call" list. You can file a complaint here: https://complaints.donotcall.gov/complaint/complaintcheck.aspx?panel=2

Do not call...
yea, right! My cell # has been on the list for years.
I now have 10 'Scam' entries in my cellphone with five numbers each.
That's 50 different scammers making illegal calls to my cell.

There ought to be a law...

got a call from this number a bit before 10 Eastern to my cell phone this morning.  picked option 9 to remove my number (which is on national do-not-call list in addition to being a cell) from the list.  no sooner than I had hung up, I got a call from 302-241-0703.  Same scammers, same message.  Picked option 1 to give them a piece of my mind.  5 seconds into telling their rep how mad I was at them, he hung up.  So I reported them on the national do-not-call registry complaint form:

https://complaints.donotcall.gov/complaint/complaintcheck.aspx?panel=2

if enough of us get together and report these scammers, maybe the FTC will shut them down.

Got a call that left VM on cell phone just now. If you actually answer, that sets your number as a "live" number and places that live number on mutliple lists. Don't bother answering. It will do you no good. Just the same as calling them back. These are scammers that are phishing for information.

The DO NOT CALL Registry is useless. My number is on there and still get calls often. Used to list the numbers in complaints but that goes NOWHERE as that registry is not enforced.
FTC, FCC, State Attorney, etc do nothing about this. They are a waste, just as much as the people conducting these calls.

I work as a receptionist and even though we are not supposed to get phish or spam calls because it is illegal we used to get 30-50/day.  I finally just pick up and then immediately hang up on any 800/866/877 etc calls that come in.  That has cut it down to about half that number nowadays.  If only our employees would stop listing our main number as a contact when they buy stuff but what can you do, it's a law office.  Try to tell attorneys not to do that, right huh.  But I have learned that the Do Not Call is a joke all around.  Also as mentioned do NOT push 9 to give these guys an earful.  It is true if you answer you're pegged and your number gets passed on and hit over and over.  Have learned that if you hit 2 during some automated messages it will kick you out of the database.  Worth a try.

For callers who ask for "the person who handles your IT needs" or "the person in charge of your marketing department" after 12 years I have learned to not put these callers through to my people.  They usually don't answer a caller ID number they do not recognize anyways but their voicemail gives away their names and then these yayhoos call and call asking for them.  I have set up a solicitor voicemail box that gives a stern message stating we do not accept solicitation calls.  It's so funny because you know these guys are just making a quota because they launch right in to their spiel without even paying attention to the voicemail message.

Hints from a seasoned receptionist...
