Called, no VM, appears to be a scammer. Will be blocking number. Of course, the donotcall list was supposed to take care of this, but like most government programs, it doesn't actually work.
How, exactly, do you think the DNC list is supposed to "take care of this"? By blocking calls? Sorry, it doesn't work like that. And only legitimate telemarketers follow it; scammers could care less about it. And callers from India and Pakistan REALLY don't care about the DNC. Continue doing as you have done and block calls from unknown numbers.
