Called to lower my interest on unkoown credit card. Asked to dile 9 for a person. Got a person but couldn't understand because of noise of gibberish in th background

Sounds like someone calling from a poorly organized call room set up to perpetrate a credit card fraud. The phone # will change as this is most likely an internet phone call. Keep in mind that, with the current credit card / bank crisis, we'll get lots of this kind of call from con artists.
I was not by the phone when they called. My phone answering system told me I had a "new message" but as soon as they got my recorder, they hung up. I did not call the number back, so I didn't get the "dial 9" or any person to try to talk to.
Oct 8, 2008 approx 4:15PM Automated call "about your credit card" without identifying either the calling company or my specific card. Did assure that there was no problem but that I should call about reducing my credit card rate. Since I do not carry any open balances I suspected a scam or at least a waste of my time so I hung up. Glad I did.
On Oct. 8, as I was reporting another identical scam from 865-467-8918 at the Do-Not-Call reporting page, my phone rang and I picked it up.
An automated female voice identified herself as "Rachel at cardholder services" and stated that TODAY is the last day to get a reduced interest rate, and gave a rate of about 6.75%. She then stated to press 9 to speak to someone.
The callroom sounds I heard before were on my recording from my message service provided by my phone company.
PLEASE, everyone on the Do-Not-Call list, REPORT these scam artists. The FTC can NOT investigate and prosecute them unless you report them. This phone # is a bogus one, so it can't be entered into an online report, and you need to call the FTC on the phone (888)225-5322 to make the report.
