Someone named Brian called my mom and asked for me four times yesterday and at least once the day before. When I called the number I got VM, "Please leave a message for NO NAME GIVEN at the tone."
Mom wants me to tell him to stop calling, her caller ID shows as HGVC, anyone familiar with the company?

I am not familiar with this operation. But I would not return these calls for a number of reasons.
1) If it is a scam, you just proved the number was active by simply calling them. That could increase the calls you receive.
2) The number that appeared on caller id could have been spoofed.These operations bogus phone number in order to hide their own. In the past they displayed numbers that were not in service. But it is not uncommon for them to display any number. So you could have called a number that has nothing to do with this.
3) Returning the call could give them the impression that you are willing to entertain them.
