Who called from 4078198219

Received phone call on cell phone.  Caller hung up as soon as I answered.

Called at 12:26 PM EST. No message.

Received call at 1310 hours, nobody there when I answered.

Just got a call from this number on my cell phone.  I always "save" it under "Bad Callers" (have many, many of them on the list).  That way I know not to ever answer.  They left NO message.

Same as Izz - immediate hang-up when I answered.
