Caller said he was calling from "Card Services". When asked what bank he represented, he said Visa and Mastercard. He asked me if I wanted to lower my interest rates.

I literally just missed a call from the same number. I'm pretty surprised that I even found this site. I haven't checked my voicemail yet, but judging from what Mike said above, I don't want to. I thought I was on the 'Do Not Call' registry but it seems that I should double check that.
This is all part of a scam, they have many numbers. If you try to call the number you get a number has been disconnected message.
