There used to be a scam contractor/solar panel installer in the virtually the same area of the San Fernando Valley. I thought they were shut down, but it appears they have resurfaced. Do not give them any information, do not give them any information.
If you want some laughs, ask for their state contractors license number and then check it at https://www2.cslb.ca.gov/onlineservices/CheckLicenseII/checklicense.aspx. Give them the address of your local law enforcement office as the place in need of work.
In addition to the FTC call violations (false caller ID, robo call, and DNC), offering to transact construction business without a license is illegal. Any contract is void, and the contractor cannot collect any money from it. You can report that to the Contractors License Board above.
