Who called from 4084185564

I never answer calls from unknown parties. They still call daily. I have just registered my phone with the National No Call list...hopefully that will help, if not I'll contact FTC

This number calls me at least 2x a day for the last week. Never a message. I answered it today and it just clicked and hung up?

I am also from VA and get 3-4 calls everyday. Super annoying. Once when I picked up I told them not to call anymore and they continued. It is Friday so Cox is closed but first thing Monday morning I am calling. I am now putting them on th 'Do Not Call' list online.
