This was for WCA Subscriber Services - I called the number back and it said that the number was for special offers.  Really pisses me off as I am registered on the National Do NOT Call registry!!!

They [***] called me too...I didn't answer because I don't know people in california. Weird.

Recording claims it's not a soliciting phone call, but ANY phone call trying to get your business so they can make money is soliciting!
