Scammers use this trick all the time. The number only works for them to make outbound calls, but it doesn't receive calls. They can also scramble the number so it looks like the call is coming from a different number than it actually came from. If it is a number you don't recognize, you are best not to answer it. It can also be trouble to call the number back, because sometimes it might be out of the country and you will get charged big $$ when you place the call.
