I received a nearly identical call from 703-828-0432. Since one is in San Jose and the other Virginia it does seem likely that someone is tampering with the location information or altering the caller id to hide the actual number they calling from.

call came from an 800 number but call back number was the 408 number. heavily accented man said he was 'officer robin bench" and I had a tax evasion notice . . . clearly a scam
Caller ID listed as "TOLL FREE" with number 800-829-1040. This is the IRS toll-free dial in number. Caller claimed to be from IRS. I could not understand the call because of very heavy accent (Indian or Pakistani?) They would not let me speak to anyone else, but gave me a call back number 408-599-3186.
