I got a call from this number and it only rang 2 or 3 times then stopped. I have no debts - I think they randomly call numbers hoping to snag someone into paying them. A SCAM.

I used to be a collector and now I'm a debtor.  Collector 814 is right.  If you don't owe money.  Answer the phone and tell them to cease calls.  If you do owe money and you're unable to pay, collectors are specifically trained, not to harass, but to help you come up with solutions.  The reason you probably get so many calls regardless of whether you owe the debt is because they use auto-dialers (or I am led to believe so) which I detest.  However, it is an efficiency method for collection agencies due to the number of people who utilize caller id as a screening method, as I do.  Third party collection agencies have more stringent federal laws to abide by than do first part collection agencies within the original creditors company.  Know the FDCPA if you owe a debt.  However, third party collection agencies have the ability to offer more viable payment plans and even settlement agreements for less than the balance in full.  If you receive a written offer to settle in full take it in to consideration, but be sure it says "settlement in full" and you receive a letter after the payment is made stating the same.  Also, be aware that dependent on the amount of savings you can be taxed on that savings.  There is a lot of information available to consumers in debt on the web.

I keep getting calls either from receivablesperf or it just says Salisbury, MD. no message just constant calls. I wish they would stop. I too have no debts.

We get 1 - 3 calls a day and have been for 6 wks.  After the first few, I found these sites and I NEVER answer.  We do not owe any one anything and of the 2 phone calls where they did leave messages we don't know the person they are looking for.  My husband has had this home and phone # for 30 years so I know they are not confusing us with previous people at this # or address.  Interestingly...he recently changed our phone book listing to read only his first initial, not his full name and the calls started right after that book came out.  The name of the person they are looking for starts with the same letter.

answering this company does no good and will only egg them on.  This is a phising scheme.  Real debt collectors do not hang up after only 2 rings 3x a day for weeks.  I filed a complaint with the FTC - Here is the site:  https://www.ftccomplaintassistant.gov/

RE: Postings above by eightthirty and collector 814 - this company refuses to abide by laws.  Answering and telling them they have the wrong number apparently unleashes a torrent of obscenities and will not stop the calls (see news report above as well as hundreds of complaints online).  NORMAL collection agencies are supposed to abide by the laws and perhaps you two worked for them - but this is a fraudulent company engaged in phishing.
