"Government" already has a clue. We have the FTC and the DoJ and attorneys general all willing to frustrate fraud calls. Finding and punishing the crooks is not a magical or quick process, nor can it be while technology outpaces the law. But if you're not happy with the progress of existing regulators, find your callers and sue them yourself.
You might also bear in mind that your olde tyme phone carriers continue to whine that they can't offer you rule-based blocking tools like VOIP services have, in spite of the FCC and FTC debunking industry claims that common carrier rules prevent this.

I was outside for about 5 minutes, and forgot to take my phone with. Came back in and had 3 missed calls, bing, bing, bing, all from this number. Like a minute apart. No message left. Come on people, get a life .
