Once again trying to sound like they are with the government without actually stating such, and implying they have something in hand for you when they have nothing except a fee for unsolicited service.
Guy was named Scott, Same Bull about a 5year GSA contract. The Government has plenty of people that bid on each legit opportunity they have and do not have to go around soliciting for bidders. This should be your first clue.
