All I get is "Wisconsin Call". I have been trying to "talk" to someone there since they find in necessary to call me at 2:30 in the morning and then call 9 or 10 times a day. Never leaves a message, just lets phone ring a couple times then nothing.

I received a call from the same number. It turns out to be a family member who lives in Europe. He pays only 1c a minute, so I think it is probably the phone company that uses a provider in the area to help reduce the cost.
