Because call came from my same area code, I deviated from my usual policy and answered the call. Readout on caller said "unknown name". A Rebecca who said she was from some breast cancer group was allegedly soliciting donations for a breast cancer organization. Call was made at 8:10AM!!! I asked if she was aware the call came in before legal calling hours and hung up on her.

They are non-profit and therefore exempt from the DNC list. If you want them to stop calling, you might answer the phone and tell them to cease. Then, the exemption expires and they can't call you (If they are legit)
Remember that the Do Not Call Registry is not a call blocker, monitor, it doesn't know who you want or don't want calls from, or anything else. It is simply a list for legitimate callers to adhere to.
