Left 2 voicemail messages claiming to be with IRS and that call was time sensitive and shouldn't be ignored.  I called back from my cell phone with caller if blocked.  First 2 calls, rang twice then disconnected.  Next call, foreign guy with very strong accent, difficult to understand, verified my name when he asked my home phone #.  Said something about a lawsuit and he would give details but I was not to interrupt until he was done talking.  I told him I didn't understand him and he hung up on me.  I called back 3 times and call was disconnected.  4th time another guy answered and before I even got a word in blurted out "why do you keep calling?"  I angrily replied "because you called me first and I want to know what this is about!"  He then spurted off obscenities at me, which I yelled right back at him, then hung up.

I received a message on my phone today and after several attempts to return the call (disconnected every time)  I finally talked to a lady and she told me I owed so much money to the IRS and when I asked her if it was a scam, she said yes you idiot and hung up on me.  I get disconnected every time I try to call back.  They had very heavy accents,  Hard to understand.

The I R S can send thousands of computer-generated letters, postage-free, from a single printer, every day, so wwhy would they even TRY to leave a crappy voicemail that might not even be understandable, when at least the call would cost them money?

This has FRAUD written all over it.

There is a fairly common IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.
