I have been getting calls from this number (and others) in the last few days. I had an experience similar to John's above. When I did answer once, they guy told me that I had accepted his 800 number call??? which I had not done. I told him to stop calling me and hung up. He called me back. I again asked him not to call me again. He said I would not get any more calls from him. But then he started calling me over and over again, saying something like "this is your request for not calling back. Thank you" and he would hang up and call again. I just starting killing the calls as soon as they would ring but he persisted. Finally stopped after about a dozen times.
Over the last few days, I had similar episodes. Just when I think they are done with me, they start again.
As far as how did they get my number? Only thing I can figure is that I bought a car recently and I applied for a loan at a reputable car dealer.

Somehow they call from different area codes, I don't know how, but they are all of Indian origin. I called one number and stop the guy from talking and told him to listen to me "don't call this number again" he said OK, I said to him write this number down and don't call anymore, he said he didn't need to write it down he was looking at it with his eyes. I then told him I have called him before and told him don't call anymore and that didn't work out, and I wanted the calls stopped right now, well then he said F**K You, I then told him "good business practices" then told him that is why I have reported him to the company's he claims he's from and they know he's a scam.
