Sounds like a call center, since the background echoed with other voices (making their calls). The man called repeatedly within minutes asserting that they were not soliciting but rather telling us that we had an account with them CPI and that rates were now low so that we can get some sort of promotion.
Let us be clear. We have no account with CPI nor do we even know what CPI is! I told the man this and he repeatedly phoned us back to ask why we were not taking their call and to give him time to explain the promotion.
