I do not give my number out & I do not have have diabetes or medical insurance

Just received a call...guy said he was from diabetic supplier from my insurance company. My insurance company does not do this. He would not stop talking until I asked him to shut up and listen to what I wanted to say. He hung up. Tried calling back to be removed from list and was on hold about 30 seconds, then a disconnect.
Sick and tired of getting these calls from this diabetic jerk.They call 3-4 times daily sometimes with the same number, sometimes with a different number. DO NOT CALL LIST doesn't work. Reporting the breach of restriction won't help either because they can't possibly enforce this law, can't seem to enforce the laws they have on the books now.
Who do you call to report it? Tired of being harassed by these people. I am already on the Do Not Call List. I did talk with someone with this company once and was told that my insurance company told them to call me. This is not true, I checked with my insurance company.
