As of October 16, 2013l new FCC rules have tightened restrictions on these sorts of unwanted calls. "Any telemarketing calls placed to wireless customers using an ATDS (Automated Telephone Dialing System?) or any prerecorded telemarketing messages delivered to wireless or residential landlines without obtaining prior express written consent of the customer will likely incur TCPA liability."
Call is coming from Global Crossing Inc, resold by Level 3 communications. Their fraud line is 800-348-5457. Call them to report it and they will remove your number. Gotta love the net!

AutomatedDiane has been calling my cell a lot, and when I pressed one for the special carpet offer, got a live woman and asked for a supervisor to remove my number from the list, she hung up on me. The guy at 800-348-5457 wasn't happy about having to remove my number, but he claims he did it. Their recording while you wait is a hoot, it provides many ways to deliver subpoenas to their Colorado location! By fax, by email, by candygram! Bill Lockyer our last CA Attorney General set up a great nationwide Do Not Call list - 888-382-1222 GlobalCrossing- Level 3 have paid small fines for violating this list in the past. IF they get more fines, they may stop running up our cell bills constantly with these autocalls.
