As of October 16, 2013l new FCC rules have tightened restrictions on these sorts of unwanted calls. "Any telemarketing calls placed to wireless customers using an ATDS (Automated Telephone Dialing System?) or any prerecorded telemarketing messages delivered to wireless or residential landlines without obtaining prior express written consent of the customer will likely incur TCPA liability."
I think it's these guys again. The were hit for a do-not-call violation in Idaho (posted elsewhere on this board http://800notes.com/articles/News.aspx/0bC-RMEWNwCoTgjJfI3MaA). The "Hi, this is Diane" is still the catchphrase.

Received this call on my cell phone with an annoying telemarketing message about carpet cleaning. When I pressed 1 "to make an appointment" someone answered "Carpet Care." I said I'd just received a telemarketing call .... and the person on the other end apparently hung up immediately. (They would not respond to any questions or inquiries.) Into the silence I said to take my number off their list. I now almost wish I had pretended that I wanted an appointment and that I'd given them a phony address or whatever.
