Hi:  I've had numerous calls for months now, on caller ID.   Doesn't everybody have personal caller ID, maybe someone, would tell 'them', yes nice enough, 'east indian people', no problem there for me.
To-day, only  second time I picked up the phone, I merely c/l the receiver to break there message, of solicitation, as in press #1, if and so on.   To-day, it was an solicitation for Visa, as 'they have reduced their interest rate charge'.   I said, that's NICE, but you HAVE the wrong fellow.   THEY ASKED AND AUTO.. ASSUMED i WAS SUCH AND SUCH.   MONTH'S AGO, I was certain, they got my name, when I had 'cancelled' an Visa or M.C., assoc. with Sears Can, later, as well with HBCo.   There is little doubt for me, that is the constant source of these calls.
An lot of this type of work is 'farmed out', to India, for fact I know, Bell-Sympatico, does this, for all service calls for email assistance, if they bell, is the ISP.   They do an better job assisting, than 2-3 yrs. ago, so I wouldn't be surprised, the same approach re followup's with cancelled credit cards.   HBCo.  the prime credit card 'financial arm' is general Electric, Financial organization.  So put the blame on them.  
I rarely, 1-2 an month in 'ERROR', pick up the phone, so now there are two callers, same deal.   Even as I memo THIS"''  they called.  that number IS:  L. 866-319-1118,   whereas the alternate other reference, disguises...an local pseudo/area/code/    L.  416-001-2345.     NO PROBLEM.    Ignore it, put your message answer mch. on 1 ring.  Or lift it up [the rcv..]   Seems 'U' have to play that game, to discourage THEM, for 2-3 wks., then the scenerio, restarts itself.   SO BE IT.
Now the only problem, is on occasion you will cut off an friend, or be hasty, with an legit caller.     I've known people, trying to contact 'ME', for 6 month's, but I don't give an dam, the aggravation of the process, works against all legit business people, somebody else can complain, and try to put an stop to it.   Frankly, I'd suspect 'they' even have sites like THIS or some such other vehicle for people to complaun to, then utilize an 'technique' to source it the computer, hence their phone number, and re-solicit again repeatedly.
Good Luck, don't take it seriously.   I'm retired, I don't need credit cards, I don't need to receive any phone call's, 'ever', so there is no gain, or loss for me.   I take it all as an 'joke'.   I am patient.  So long,   from...   TO, ON,   Canada 'U' say,   MAYBE eh!!!    Go watch the Olympics, enjoy, but don't answer the phone, w/o staring at caller ID.

I got one of those calls.  It was the kind where you answer and there's nobody there for a few seconds.  Caller ID showed the number so it was obviously bogus.  I just kept saying "hello" over and over.  The Indian accent guy called me "Mr." and knew my last name.  I kept screwing with him and said "hello" over and over.  He kept asking if I could hear him and eventually hung up.  I almost wish I played along with his scam, it might have been entertaining.

Its a credit card scam.  they offer to lower your interest rate but need your cc numbers then put a charge on your card.  hang up.
