Got a call from this number as well, saying they were Bell Mobility. When I said 'Please remove me from your calling list' I was hung up on immediately.
Ok, called Bell Mobility and got a heads up about this: Apparently it's fraudulent and the use it to try and phish for personal information to scam people. The guy at Bell (I believe his name was Harper) said they never call out, even telemarketing, to offer free phones, and a lot of their customers have been hit by this. So beware! As soon as they say anything about a free phone, just hang up on them. So beware when getting calls like this.
