This is the third time that this number long distace ring has called this morning, although there was also another number showing as 0-000-0000 showing up earlier today, which I wouldn't be surprised would come from the same people.

When answer it simply says "this is a universal service; you have messages which you can listen to free of charge" (this is said in French).  Under the caller id this number is shown as belonging to Bell Canada; although I can't confirm it is truly Bell Canada calling and I doubt also that Bell Canada would harrass people over and over again.
