Unfortunately, that is an exercise in futility, allowing politicos to claim "we're trying!" while accomplishing little, if anything. Of course, that is the norm for politicians.
On the other hand, good solutions are already available, and many of us are using them.
(1) Google Voice (free)
(2) VOIP (break even if you replace your POTS line with it)
(3) Hardware call blockers - $40 and up.

So Google is manually calling around asking questions and typing in updates to millions of records that they could simply update electronically? That lie is so bad that is is laughable.
