Or just make the DO NOT CALL list mean DO NOT CALL!  Simple.

All "unknonwn" callers and unknown numbers:  banned.

Why isn't this done?

The "Do  Not Call List" is surely a waste of time and money.  Everyone continues to receive calls from
"SCAM" callers, and nothing can stop them.  The USA can help everyone except our own country.
What is wrong here?

Bothering phone calls with no message.

National Diabetes Foundation - if you can actually get through to their automated system, you can hit 9 and you'll be removed from their system.  Granted, I don't understand either how they get through to your number if you're on the DNC list
