Actually, this is literally true, but probably not for the reason you think.
The US Continental Congress, after the Declaration of Independence and but before the ratification of the Constitution, actually did authorize, have printed, and circulated REAL three dollar US bills.

Some of these, including those with other odd denominations such as a third of a dollar or seven dollars, can be bought at coin and currency dealers or at auction from time to time. Some were issued before July 4, 1776, but others were issued as late as 1779.
