People should not answer callers that are not familiar with. It will only confirm your number and invite more calls.
As for this wannabe tech support calls. This is a fairly common scam from overseas. Technically the DNCR. However the calls originate in nations that make impossible to take any type of action.
Having said that, there is option of a call blocking device or app. When a blocked number calls, it is stopped after the first ring. It sure beats hearing multiple rings and a potential message.

This latest variation is the same type of scam, but they've added in a bonus. "You are due a 'refund' for maintenance problems on your computer." Social engineering, playing on a person's innate greed to receive money for nothing, to get you to open up your computer and financial information to them.
