Dead air for 5 or 6 seconds, then an automated call from "Michael" offering to extend my car's warranty. I hung up.

Dead air and then automated call offering to extend my car's warranty.  What good is the Do-Not-Call list?

The do not call list is utilized by legitimate telemarketers who follow  the guidelines, otherwise they can face hefty fines. The illegal scammers do not abide by it since they don't care, they make up their own rules, they spoof  phone numbers and often are out of the country.

Called my cell phone........no clue who or what they wanted/
