Called my DNC subscribed mobile number. Voicemail message did not wait for my greeting to finish and so what was left was only the last part of their robovoiced message, stating the number only and not the reason for the call. Very poor 3rd world attempted scam. I'm surprised they continue to use this same number for months and months. Iff they came here, they could learn how stupid their scams are and improve. Isn't it ironic that our government (FCC/FBI/CIA/NSA) has such supposed omniscient surveillance capabilities, but cannot determine the source of these calls? If they can't trace the origin of these VOIP calls, they can certainly  determine where they interface with the US or North America telephone infrastructure. Because they don't magically turn from a VOIP call to a landline or cellular call without some type of interface. That interface has to be in the US or else they would pay international long distance surcharges and they can't afford to do that.

My sister started getting these calls last month and low and behold I just received one 15 mins ago. I answered the call which I do not normally do however, a very poor recording immediately began. The message indicated it was the IRS, a lien had been filed against me and that I needed to return their call to 469-351-5029.
I am not sure these is a debt collector but believe it is a scam. The previous comments ARE CORRECT - the IRS will NOT call you. The IRS will NOT email you. The IRS WILL send you multiple letters (upwards of 3-5 per week).

Additional information from the IRS (bottom of last article link above)

The IRS will never:

*   Call to demand immediate payment, nor will the agency call about taxes owed without first having mailed you a bill.

*  Demand that you pay taxes without giving you the opportunity to question or appeal the amount they say you owe.

*    Require you to use a specific payment method for your taxes, such as a prepaid debit card.

*    Ask for credit or debit card numbers over the phone.

*   Threaten to bring in local police or other law-enforcement groups to have you arrested for not paying.

If you get a phone call from someone claiming to be from the IRS and asking for money, here’s what you should do:  If you don’t owe taxes, or have no reason to think that you do:

*   Do not give out any information. Hang up immediately.

*   Contact TIGTA to report the call. Use their “IRS Impersonation Scam Reporting” web page. You can also call 800-366-4484.

*   Report it to the Federal Trade Commission. Use the “FTC Complaint Assistant” on FTC.gov. Please add "IRS Telephone Scam" in the notes.

If you know you owe, or think you may owe tax:
*   Call the IRS at 800-829-1040. IRS workers can help you.

Stay alert to scams that use the IRS as a lure. Tax scams can happen any time of year, not just at tax time. For more, visit “Tax Scams and Consumer Alerts” on IRS.gov.
