Just for fun, I called back. Recorded voice said "Thanks for calling Time Warner Cable to hear about our exciting new offers. A person will call you back shortly..." It then proceeded to describe some of the exciting new offers. Definitely telemarketing.
Just general information for everyone. I used to work for a telemarketing company and if you say "not interested" they rationalize that you just aren't interested right now and will call back. If you say "don't call me again", they rationalize that you mean, don't call me again tonight, and will call back. The only way to get them to quit calling is to say this phrase, exactly how I have it, no additional words: "Take me off of your list."
