Who called from 4694649384

Called this morning at 3:50 AM, sounded like papers shuffling, on the answer machine but no message

I got the same call at 4:47 am!!!
Called it back and it said "sorry for the test call".
I am on the do not call list so how are they
able to make this call.  And who do I report this
to??

Got a call at 5 am.  Same as above, but I don't own a cell phone and I didn't call back.  I am also on the DNC.  what an awful way to wake up way too early!

Called my cell at 5:30am EST, which means the call from Texas was at least at 4:30 am! Isn't there a way to report these people?!
