Lady called addressing me by first name, then asked if I'd spoken with Mr. Abbott- placed me immediately on hold. I promptly hung up, however received a voice mail from Mr. Abbott addressing me by my first, middle and OLD last name requesting "a statement provided as a client has asked action be taken against me and my property"- Obviously old creditor as I haven't had than name in 10 years!

Got a call from this number, " mr abbot" threatened to garnish my wages on 9 year old debt for a car that i let get repossed, due to me being fired and car being a lemon. I am now on disability, when i told him this he became angry and hollered at me and told me i would not be safe, that he would seek the help of the irs

"garnish my wages "  He cannot touch SS payments.  He needs to go to court to get a judgement, then a garnishment order for wages if you work.  Unless you live in a few states, that 9 years is out of the statute of limitations which means he can't sue you.  The IRS will do nothing to help him  All these threats are illegal.
This is a common ploy by criminals attempting to extort money from people by scaring you into believing that you will be criminally charged, go to jail, lose your driver’s license, have wages garnished, be sued, and a variety of other variations on this,  all for an alleged or nonexistent debt.  One of the tricks they use is to call your work place repeatedly in an attempt to shame you into paying.  They also use the “process server” who calls and claims he is going to serve you, but then says you could avoid it by calling another number.

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

Total scam.  IRS has nothing to do with private debt collectors.  His threats to you should be reported to local police.  Otherwise simply ignore and block the calls.   What he may be looking for is the deficiency between what the finance company got for the repo and what you owed.  Ignore and block the calls.  Note that he may threaten you with issuing a 1099C, which is a report of forgiven debt which must be included in the taxpayers income for his taxable year.  But chances are he won't.  You can always appeal any tax deficiency.  Basically I'd ignore and block the calls.
