No voice-mail, call back, no answer.  This call costs (cell) even if they don't leave a message.

Just got a call from this number on my Montana cell phone. No message left, nothing on caller ID but phone number.  Any way to block these calls?

You have to answer and be a complete belligerent [***] hole.
