I'm not sure exactly how these calls can be prohibited. I suppose if the FCC or FTC had a list of out-of-state numbers to block, that might work. However, scammers change numbers often and spoof numbers, so that wouldn't be effective over the long term. Besides, you're hoping that regulatory agencies might actually do something about these calls, and our experience with the DNC registry proves that they can't be bothered to do much of anything.

These calls from out of state are phone data mining. It is computers calling through blocks of numbers to see which ones are being answered. They find out which numbers are good working numbers, that are answered, and then sell all the good numbers on a list to telemarketing companies to solicit to you over the phones.
NEVER answer calls from out of state which you do not know anyone from where the call is being generated from.. Just swipe reject on all these calls. I get 5 a day and reject them all then block them as well. I recommend you do the same. Law enforcement agencies are pushing legislation with the FCC to end these types of calls by having them reject at the point of our Phone carriers.
