Given the fact that you do not know the true purpose of the DNC list, I can imagine that your filings did indeed not fit the requirements.
Y'see, the DNC process is highly effective in preventing calls from legitimate telemarketers. Criminals, however, ignore the DNC rulings, just as they ignore other laws. That does NOT make the DNC list a joke, unless you consider ALL laws to be jokes!
However, your suggestion to not answer calls from unknown callers is a good one.
Another good suggestion, and one that you apparently did not employ, is to obtain a call blocker, and learn how to use it effectively.
I got a call from this number on my DNC landline and saw their caller ID come up as Medigap Info and immediately blocked it. I have no beed for their service.
