Yes it is a scam using spoofing. Scammer, possibly of foreign origin, uses computer malware to make it appear that it is coming from an "official" US number, but phone companies such as AT&T may not even have the phone number that they provide you for a callback in their system. Contact the FTC - Federal Trade Commission at 877-382-4357 to report your information.
