A basic computer program will generate random telephone numbers. These can be cross-referenced with open source information available online to determine which numbers are valid and who the service provider is. The rest is self-explanatory.
If you're curious, go to whitepages.ca and do a reverse lookup on your own cell number. It will tell you who the service provider is and your general location.

Called my work line - picked up - heard the sound of a cash register opening and applause - the voice said I had won a thousand dollars and to press one to claim it. Hung up the phone.
