Scam. Automated voicemail "failure to return the call will result in law enforcement dispatchment against you as there is a legal petition filed under your name for tax invasion from the IRS...." The fact that you google the number and it doesn't show any legitimate office tells you everything you need to know.
This is a scam. It is a prerecorded message starting off, "...Criminal attorney on record to return the call. The department number for you to call 516-243-8526. ignoring this will be an additional second attempt to avoid initial appearance before a magistrate, judge or the grand jury...", "Failure to return the call will result in law-enforcement action against you" and so on. This is complete and total bull, this is not from the US Department of the Treasury or the IRS. It is clearly a criminal attempt to get your money. Report the call to the IRS and the FCC if you receive a call from this number.
Received scam call stating from the IRS and to call back to avoid going to jail because of criminal filing for tax evasion/fraud. Contacted the IRS with fraud report.
