We are receiving the calls from this number within 3 last weeks. It sounds like automation service with request to call back. I decided to call back. After 7 ring the lady with Spanish accent informed me that soon  my Windows will be down  because my licence expired. It was immediately clear that it is Spam.

Received the Microsoft call robatic. These people are scum of the earth and should be jailed. DNC does not work on random untraceable numbers.

No, the DNC doesn't work on scammers. Call blockers, however, do.
