The mystery has been solved! I was home when the call came in tonight from this number. The person identified himself as Bryan from Pima County Fraternal Order of Police. I hung up on him so didn't stick around to hear his "speel." Presumably it was for a donation. I question the name of the organization because in the county the law enforcement agency is the Sheriff's Department and in the city it's the Police Department.
This number has appeared half a dozen times on my caller ID over the last couple of weeks. I've never been home when the calls have come in. On one reverse look up site (don't remember which one)it showed a map from MapQuest indicating the location of the number (landland) is in the Speedway/Swan area.

When I answered a man said, "Is the lady of the house there?" I asked who was calling and there was silence. After a few seconds the man said, "Hello, is anyone there?" I again asked who was calling and then he said, "If anyone is there, I can't hear. I'll call back at a later date." However, my phone was working fine. I am always suspicious of people asking for "the lady of the house" or "the head of the household", etc. If they don't know who I am, I don't trust them.
This phone number is calling to do fund raising for the Pima County Fraternal Order of Police Lodge 20. I have called the number. It directs you to a customer service department that can answer questions, help you donate, or anything else related to the FOP. Also, there’s information on www.pimalodge20.ning.com. Plus, you can contact them there with any questions or requests.
The FOP is doing a lot of really great things for the Pima County police officers and the people that call are trying to help them raise money so they can do even more good.
