Repeated unwanted calls on no call list

Said they could  lower rates on all my visa or mastercard accounts to 6.9%, I told them I didn't have any of my cards on me, then he hung up.

I keep getting phone calls on my cell phone from this number. When I answer, it is a recording saying they are calling about my credit card and can lower my interest rate, and to press 1. The last two times I called I pressed one and was connected with a representative. I asked them to please remove me from their calling list and they promptly hung up on me. I tried calling back and got a busy tone.
