I got the same call and a message today. If Irs complaint system worked they would have done something about it now. Now I feel IRS is itself just a scam, as long as they dont get money they would not do anything about it. Maybe they are waiting for this scammer to make enough money and go after him to collect taxes on the scam.
Thank you guys! I have his message left on my answer machine from this Indian accent spoken man claimed to be IRS.

Got a call from 530-334-8169 asking for settlement on IRS dues, Indian lady asking for Sushila,
Told her to write a letter, we don't settle anything over the phone, she got arrogant, I hung up.
I got a call message from 5303348169 on Nov 24, 2013. This caller said her name is Lisa Brown. She has a very strong Indian accent. She said she is from IRS, and that I need to call her back for my "tax deficiency". She also said the matter is extremely time sensitive. I called back, but nobody took the call. Her accent is so strong that I had to play the message many times to catch what she was talking about. She pronounces "time" as "dime". All T sounds like D. It all feels like a scam. Can someone look into this number and investigate? Very annoying. Luckily, I have no "tax deficiency", since my employer withholds all my taxes!
