L7-Scvc Call seems to refer to the carrier, not the caller. You see it when you get called by a customer of Layer 7 Hosted VOIP Services (based in San Diego) and they have not bothered to set their own Caller Id information. 86 different pages at 800notes.com refer to them. (VOIP=Voice over Internet Protocol)

They seem to be used by many spammers (or perhaps one robo-dialer with many different spoofed caller-id numbers)

I asked with who he wanted to speak to. Repeated myself twice and he hung up. Adding number to my blocked list.
