Same call (11 June, 2012) but from 415-390-5053.  I wasn't home at the time so a message was left on our home system - actually there were four messages, all the same, repeated one after the other with no breaks.  I called the number back and just ended up getting the same recorded message.  The message states that 'warning, live operators cannot remove your number from the call list'.  Apparently the only way you can get your number removed is to be home at the time of the call and pick option '2' at the end of the message when the call comes in.

My caller ID'ed as "California",from 916-209-5066 and also started with a pre-recorded message allowing an opt out. I pressed 1 anyway to see what the scam was about, and yes, they try very hard to make it seem like 1) they work on behalf of PGE and Energy Star, and 2) they are non-profit.  The pitch is that they want to help homeowners reduce their energy costs, by providing a "PG&E pre-screened energy technician" an appointment with you to analyze your home and where you can save money.  You are asked if you would be more interested in better windows, HVAC, etc, obviously so they can connect to the "energy"  company paying them to set the appoinments.  

I also googled the "Utility Reduction Program", the website is a joke, though they do have one page with 4 links to various rebate programs.  The company is trying so hard NOT to be seen as a telemarketing company! I believe they ARE in violation of the rules of the Tewlephone Consumer Protection Act (from whence we get the Do Not Call List) and should be reported.  

I think it might also be effective if consumers who are like minded mounted a campaign to make their views known directly to PG&E and Energy Star - the EPA and DOE have a website for Energy Star, and a page where you can ask a question.  I suggest the question "Is this how my Government wants the Energy Star program to be used - illegal telemarketing companies disguising the purpose of their call by claiming to be sponsored by Energy Star?" or something to that effect. It would seem to damage the "Brand" and these companies should be made aware of that.
