Got a call from this number. No message, but my VM was full.
One website says the number is new and was established in Dec 2014 and is a SPRINT VoIP number, which tells me its in an office somewhere (Mineral, VA near Blacksburg, Fredericksburg areas).
I called it back. Their voicemail says something along the lines of you being reached by their calling list, and if you believe you've been reached in error, press 1 to be removed from the calling list.
Company name is Solice, if I understand right from their VM recording. They provide coverage for repairs and regular maintenance for your vehicle.
Not sure how they got my number since I don't give it to anyone and I'm not on anyone else's calling list. Hope this helps.

Given your research, I agree with the "Warranty telemarketer " conclusion. My car just fell out of factory warranty, about the time I started getting calls from this number. My conclusion is my info was provided by the auto manufacturer.
