Guys, PLEASE do not answer numbers you don't recognize if you don't want to end up getting on every spammer list in the world. Once they know it's a working number, it gets moved on up the food chain for more scammers. If it's a legit person/business, they'll leave a msg. Then Google the number like you've done here to get more info. Answering is just NOT a good idea.

Just got the call. Recorded message to lower my interest rate on my credit card. I did talk to an operator. She said they could lower my rate because of my excellent payment history over the past 8 months. I "verified" with her that she had my account information. When she said she did, I asked her to tell me my name. (click).
